Strengthening Transparency, Accountability And Responsibility
Pact Tanzania has received funding from the American people through the United States Agency for International Development to implement a governance program entitled Strengthening Transparency, Accountability and Responsibility (STAR). STAR is a two year capacity strengthening program for Tanzanian civil society organizations.
The goal of the program is to contribute to the empowerment of Tanzanian citizens at local levels and organizations at national level to participate and work towards transparency and accountability regarding the allocation and use of public resources, and in planning and delivery of public services for socio-economic development and poverty reduction.
The STAR program will promote social accountability involving participatory planning, transparency in governance and civic advocacy for change with Public Expenditure Tracking (PETS) as being an integral part of the cycle. STAR program works towards achieving the following four goals:
Build the capacity of the citizens in selected districts to enable them to participate in the development plans, monitoring of local budgets and service delivery, and, to strengthen their voice in seeking a transparent, accountable and responsive government.
Increase the ability of citizen groups to understand and exercise their rights for information by working with Local Government Authorities to ensure that local level information is publicly available through the provision of notice boards.
Strengthen the technical capacity of CSOs to undertake advocacy activities by providing resources and support to advocacy campaigns that grow out of the PETS process and capacity building initiatives.
Support government anti-corruption and good governance initiatives through awareness raising and training to government officials.
Program implementation.
Pact intends to achieve these broad objectives through partnership with Tanzanian CSO by providing technical support such as training, mentoring and limited financial resources to selected partner organizations that have capacity and willingness to work in addressing accountability issues at either local or national level. Partner organizations under STAR will be able to apply for grant funding to complete project activities relating to the above objectives following the capacity building and institutional strengthening activities. Pact is now in the final process of selecting the organizations to work with; the names of the organizations selected will be posted in our website early March.
